Twelfth Session of the Jokargy Kenes of the Republic of Karakalpakstan Held

The Twelfth Session of the Jokargy Kenes of the Republic of Karakalpakstan was held on June 15. The session was attended by members of the Senate of the Oliy Majlis of the Republic of Uzbekistan, representatives of the Government, heads of republican ministries and agencies, members of the media, and deputies of the Jokargy Kenes.

The session opened with the national anthems of the Republic of Uzbekistan and the Republic of Karakalpakstan. The meeting was chaired by the Chairperson of the Jokargy Kenes of the Republic of Karakalpakstan, Amanbay Orynbayev, and was broadcast live on the Karakalpakstan television channel.

The first item on the agenda was the draft Law of the Republic of Karakalpakstan "On Public Oversight." The report was delivered by Sh. Otemisov, Chairperson of the Committee on Local Representative Bodies, Citizens' Self-Government Institutions, and Transparency of State Authorities. Following a comprehensive discussion, the deputies adopted the corresponding resolution.

The session then considered the draft Law "On Energy Conservation, Rational Energy Use, and Energy Efficiency." The report was presented by I. Niyazov, Chairperson of the Committee on Industry, Construction, Transport, and Information Technologies. After detailed consideration, the deputies approved the relevant resolution.

The agenda also included a parliamentary inquiry to the Tax Administration of the Republic of Karakalpakstan regarding the implementation of budget revenue targets and measures to reduce tax arrears. The report was presented by B. Seytnazarov, Chairperson of the Committee on Budget, Economic Reforms, Investment, and Innovation. Following discussion, the corresponding resolution was adopted.

The deputies then reviewed the 2025 annual report of the Regional Representative of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights (Ombudsman) in the Republic of Karakalpakstan. The report was delivered by Zh. Shlymbetov, the regional representative, after which the deputies adopted the relevant resolution.

The session also heard a report from Kh. Kurbanov, Chief Inspector of the Chamber of Accounts and Representative to the Council of Ministers of the Republic of Karakalpakstan, on the results of the external audit and evaluation of the execution of the 2025 republican budget. Following consideration, the deputies approved the corresponding resolution.

Another item concerned the results of a parliamentary inquiry previously submitted to the Main Department of the Central Bank of the Republic of Uzbekistan for the Republic of Karakalpakstan regarding the allocation of loans under state programs, the handling of appeals from individuals and legal entities, and anti-corruption measures within the banking system.

It was noted that the inquiry had originally been initiated during the Ninth Session of the Jokargy Kenes. At the current session, A. Isakov, Head of the Main Department of the Central Bank for the Republic of Karakalpakstan, presented a report on the measures taken in response. Following discussion, the deputies adopted the corresponding resolution.

The agenda also included approval of the list of citizens whose lease rights to previously unauthorized occupied land plots, as well as ownership rights to the buildings and structures constructed on them, were formally recognized. In accordance with a special law of the Republic of Uzbekistan, the session approved the list of 800 citizens granted these legal rights.

The deputies also considered the appointment of the Deputy Chairperson of the Supreme Court of the Republic of Karakalpakstan and Chairperson of its Criminal Cases Judicial Panel. Yelubay Ongarbayevich Abibullayev was nominated for the position, and his candidacy was approved by the deputies.

The final agenda item concerned the approval of a number of resolutions adopted by the Presidium of the Jokargy Kenes. After detailed consideration, the deputies adopted the corresponding resolution.

With all agenda items completed, the Twelfth Session of the Jokargy Kenes of the Republic of Karakalpakstan concluded its work.
