Information on the Thirteenth Session of the Jokargy Kenes of the Republic of Karakalpakstan

The Thirteenth Session of the Jokargy Kenes of the Republic of Karakalpakstan was held on August 17. The session was attended by members of the Senate of the Oliy Majlis and the Government of the Republic of Uzbekistan, heads of relevant republican agencies, representatives of the mass media, and deputies of the Jokargy Kenes.
The session began with the national anthems of the Republic of Uzbekistan and the Republic of Karakalpakstan. Amanbay Orinbaev, Chairman of the Jokargy Kenes of the Republic of Karakalpakstan, opened the session with introductory remarks and chaired the proceedings.
The session was broadcast live on the "Karakalpakstan" television channel.
The first item on the agenda was one of the key documents defining the region’s future development — the Strategy for the Socio-Economic Development of the Republic of Karakalpakstan through 2030.
As part of efforts to reduce poverty and promote employment, the Strategy aims to bring the unemployment rate below 3 percent by 2030. To achieve this goal, projects in industry, services, and agriculture are planned for implementation across all mahallas.
In the field of education and human capital development, preschool education coverage is expected to reach 86 percent, including 100 percent in the city of Nukus and the Nukus, Beruniy, and Kungrad districts.
To improve the quality of school education, construction and reconstruction work is planned at 80 schools, while the proportion of school graduates enrolling in higher education is expected to increase to 60 percent.
To improve social infrastructure and the quality of public utilities, residential buildings comprising more than 4,000 apartments are planned to be constructed annually. Particular attention will be given to access to drinking water, with coverage expected to increase from the current 75 percent to 86.5 percent. To ensure a stable electricity and gas supply, the Strategy provides for the construction, modernization, and reconstruction of 411 transformer substations and 3,500 kilometers of power networks.
To promote environmental sustainability, the area of protective green plantations in the Aral Sea region is expected to expand to 2.5 million hectares. Measures are also planned to reduce the spread of toxic dust by 30 percent, contributing to further improvements in public health.
Tokhirjon Safarov, Deputy Director of the Agency for Strategic Development and Reforms under the President of the Republic of Uzbekistan, delivered a report on the first agenda item.
Following comprehensive consideration, the Strategy was approved by the deputies, and the corresponding resolution was adopted.
The next item on the agenda concerned the activities of the Committee of the Jokargy Kenes of the Republic of Karakalpakstan on Local Representative Authorities, Citizens’ Self-Government Bodies, and Transparency of State Authorities. Sh. Otemisov, Chairman of the Committee, presented the report.
The matter was considered in detail, and the deputies adopted the corresponding resolution following the discussion.
The session then heard a report from the Council of Ministers of the Republic of Karakalpakstan on the implementation in the region of the objectives set out in the Program for the Development of Livestock Farming and Its Subsectors in the Republic of Uzbekistan for 2022–2026.
The report was presented by F. Nurmukhammadov, First Deputy Chairman of the Council of Ministers responsible for the efficient use of pastures, strengthening the feed base, and developing livestock farming.
Following detailed consideration, the deputies adopted the corresponding resolution.
Another agenda item concerned the activities of the Committee of the Jokargy Kenes of the Republic of Karakalpakstan on Industry, Construction, Transport, and Information Technologies. The report was presented by I. Niyazov, Chairman of the Committee.
The deputies reviewed the matter and adopted the corresponding resolution.
The session also considered the approval of a list of citizens whose lease rights to previously unauthorized occupied land plots, as well as ownership rights to buildings and structures constructed on them, are to be formally recognized.
Pursuant to the relevant Law of the Republic of Uzbekistan, the session approved a list of 6,429 citizens whose lease rights to such land plots and ownership rights to the buildings and structures erected on them were officially recognized.
The final item on the agenda concerned the approval of relevant resolutions of the Presidium of the Jokargy Kenes. Following comprehensive consideration, the deputies adopted the corresponding resolution.
With all agenda items considered, the Thirteenth Session of the Jokargy Kenes of the Republic of Karakalpakstan concluded its work.
