The history of Jokargy Kenes
On September 24, 1994, in accordance with the agenda of the seventeenth session of the Supreme Soviet of the Republic of Karakalpakstan, the Constitutional Charter of the Republic of Karakalpakstan "On the Supreme Council of the Republic of Karakalpakstan" was adopted.
On October 31, 1994, the Resolution of the Supreme Soviet of the Republic of Karakalpakstan "On Enactment of the Rules of Procedure of the Supreme Council of the Republic of Karakalpakstan" was adopted. The Rules of Procedure of the Supreme Council of the Republic of Karakalpakstan consisted of 5 chapters, 10 sections and 117 articles.
On December 25, 1994, another historic event took place in Uzbekistan, took place the first call to the Oliy Majlis of the Republic of Uzbekistan; for the first time in the history of the Supreme Soviet of the Republic of Karakalpakstan, democratic, multi-party elections were held. 172 students from the People's Democratic Party of Uzbekistan and government organizations competed for 86 seats in the Supreme Council of the Republic of Karakalpakstan. Voters were given the right to choose their representatives. In the first round, deputies were elected in 75 constituencies, but an additional round of re-elections was held on 22 January 1995 due to the inability of any of the students nominated in 11 constituencies to get a sufficient number of votes. Thus, the corps of deputies of the Supreme Council of the Republic of Karakalpakstan, the highest state body for the exercise of legislative power, was formed. Of the 669,904 eligible voters, 628,407 exercised their constitutional right, which is 96 percent of the total number of eligible voters. 56 deputies, or 65.1 percent of the total number of those elected, became members of the supreme representative body for the first time.
All deputies consisted of economists, lawyers, specialists in industry and agriculture, social services with higher education, and scientists. Representatives of the main five nationalities living in the republic were elected to the Jokargy Kenes of the Republic of Karakalpakstan, which once again confirmed the principles of equality of citizens. 12 women were elected to parliament, two-thirds of the deputies were people aged 30 to 50 years. At the session of the Jokargy Kenes, a deputy bloc consisting of 43 deputies elected from representative bodies of power and a faction of the People's Democratic Party consisting of 41 deputies were formed.
By the will of the voters, in the Jokargy Kenes of the first convocation, mainly persons with high professionalism and a level of intelligence were elected. The elections themselves were organized on a democratic basis and in full compliance with the norms of international electoral law. This was confirmed by numerous independent observers from various states and international organizations.
At the first session of the Jokargy Kenes of the first convocation, the members of the Council under the Chairman of the Jokargy Kenes of the Republic of Karakalpakstan, the mandate commission, committees. In accordance with the Constitution of the Republic of Karakalpakstan and the Law “On Elections to the Jokargy Kenes of the Republic of Karakalpakstan”, on December 5, 1999, elections to the Jokargy Kenes of the Republic of Karakalpakstan were held, and on December 19, repeated voting was held, as a result of which 83 deputies were elected. In them, at 527 polling stations, out of 756 thousand 998 people registered as voters, 735 thousand 710 people took part, or 97.2 percent of voters. Of the elected deputies, 62 represented the People's Democratic Party, 5 - the "Fidokorlar" National Democratic Party, 1 deputy - the "Vatan Tarakkiyoti" Party and 15 deputies were non-partisan. All of them had higher education. Among them were 3 teachers, 6 doctors, 40 engineers, 14 economists, 1 journalist, 3 lawyers and 5 other specialties.
In the elections to the Jokargy Kenes of the third convocation on December 26, 2004 and the repeat voting on January 9, 2005, 85 deputies were elected. 762,887 voters took part in the main elections, which accounted for 90.4 percent of the total number of registered voters. 34 deputies represented the People's Democratic Party, 36 - the Liberal Democratic Party, 5 - the National Democratic Party "Fidokorlar" and 10 deputies were non-partisan. 84 deputies with higher and 1 with secondary special education. Among the selected 11 teachers, 5 doctors, 37 engineers, 6 agronomists, 14 economists, 1 journalist, 1 lawyer and 10 other specialties.
Elections on December 27, 2009 and repeat voting on January 10, 2010 were held at 560 polling stations. 919,191 voters, or 90.9 percent of voters, took part in them. The Central Election Commission of the Republic of Karakalpakstan registered documents for 257 candidates for deputies of Jokargy Kenes, submitted by political parties. On December 27, deputies were elected in 74 constituencies, repeat voting was scheduled in 4 constituencies, and repeat elections were scheduled in 8. Deputies were elected at repeated voting in all 4 districts, thus the number of deputies reached 78. 27 deputies represented the People's Democratic Party, 21 - the "Milliy Tiklanish" Democratic Party, 24 - the Liberal Democratic Party, 6 - the Social Democratic Party "Adolat". All deputies with higher education, 7 teachers, 11 doctors, 34 engineers, 3 agronomists, 12 economists, 3 journalists, 4 lawyers and 4 other specialties. 1 million 63 thousand 799 voters, or 91.8 percent of voters, took part in the elections on December 21, 2014. Following the results of the elections, deputies were elected in 58 constituencies, and a repeat voting was scheduled for 7 more constituencies.
On January 4, 2015, voting took place in these constituencies, the deputies were fully staffed. 15 deputies represented the People's Democratic Party, 23 - the "Milliy Tiklanish" Democratic Party, 16 - the Liberal Democratic Party, 7 - the "Adolat" Social Democratic Party. Among the selected - 14 teachers, 7 doctors, 24 engineers, 6 agronomists, 2 economists, 3 journalists, 1 lawyer and 6 other specialties The elections were held at a high organizational level. In all districts, there was a good activity of voters, a desire to elect the most worthy candidates to the supreme body of power of the republic. The elections that took place on December 22, 2019 and January 5, 2020 became another confident step towards building a democratic rule of law. They were held under the slogan "New Uzbekistan, new elections." All stages of the electoral campaign were observed by official representatives of states, international organizations.
622 polling stations were prepared in 65 constituencies. 771,494 voters took part in the voting, or 77.2 percent of the total. 325 people were registered as candidates for deputies. In accordance with the electoral legislation, the applications of 16 candidates for deputies to refuse to participate in the elections were satisfied.
Thus, in 50 constituencies, 5 candidates are included in the ballots, in 14 constituencies - 4 candidates each, in one - 3 candidates. On January 5, 2020, repeat voting took place in two constituencies. Deputies are elected in all constituencies. Of these, 19 deputies from the Liberal Democratic Party, 14 deputies from the "Milliy Tiklanish" Democratic Party, 6 deputies from the "Adolat" Social Democratic Party, 16 deputies from the People's Democratic Party, and 10 deputies from the Ecological Party. On a national basis, they represent five nationalities, including 45 men and 20 women. According to the Law "On the Jokargy Kenes of the Republic of Karakalpakstan", the Jokargy Kenes of the Republic of Karakalpakstan is the highest state representative body exercising legislative power.
